Galveston, Texas is situated in the United States. On 8th-september-1900, United States faced the greatest Hurricane disaster in its history in Texas, Galveston. Many people died because of this natural disaster, and its affects were so wide spread that new legislations and plans were made in order to defend the country of United States from the Hurricanes of such nature in the future.
However, the following white paper will discuss on how this hurricane struck Galveston and what ere its after effects. Furthermore, a comparison on the legislation dealing with natural disasters like Hurricanes will be made, and how the response efforts changed after the Hurricane Andrew.

During the evening hours of 8-september-1900, a hurricane hit the shores of Galveston; this hurricane bought with itself a surge of great storm which ravished the Galveston city as well as most of the Galveston Island. By the time this Hurricane ended, thousands of lives were lost as well as most of the live stock kept by the farmers of Galveston. According to the official reports, up to 6000 people lost their life in the disaster. Furthermore, 2/3rd of the structure in the was destroyed because of the Hurricane which clearly indicates that Galveston had to go through a lot of hard time in order to rebuilt itself and its economy (John Edward Weems) .
The next day after the natural disaster, a committee was set in progress which mainly consisted of the mayor Walter C. Jones and Senator R. V Davidson. The both were the in charge of the Committee named Central relief Committee. Once the committee was set, the members of the committee focused on the tasks that were necessary and considered as first priority of the survivors. Once the news of the tragedy faced by the people of Galveston went viral, help from all around the world in shape of money, food and medicines came. From millionaires to little children, every one supported the cause and assisted the people of Galveston who were going through hard times (Clarence Ousley).
In 1900, every change in city charters has to be permitted by the legislature, so the DWC appealed unswervingly to the state's foremost body for enabling legislation for their innovative charter.
