Introduction

Human resource management is an organization's workforce management. Their responsibility is to select, attract, reward and train their employees. It is also the part of their responsibility to oversee their culture and leadership qualities of their organization while also looking at the labor laws and the employment level. Human resource of the early 20th century is a product of the human relation movement. Over here, different ways of creating business are documented which are valued through the strategic management of the workforce. Transactional work like benefits administration, payroll, company consolidation, advancement in technology, and other research are all the domination force of the function. Human resource also focuses on strategic initiatives such as management of talent, succession planning, acquisitions and mergers, relations like industrial and labor relations and inclusion and diversity (Anfuso, 1994).

Discussion

The management of human resource agency is the most important part of how the agency is going to achieve its goals. The work on the other hand cannot be done without people. Therefore, for a strategic plan, human resource management bust be integrated to align it with its mission. The most difficult topic that mist agencies face difficulty to explain is that how should they defines meaningful and practical measures that help to assess the effectiveness of human resource management. The results showed that human resource management was not identified by more than 71 percent of the plans. Moreover, more than 29 percent of measures identified by the agency, their practicality and meaningfulness could be stronger. If we talk about the actual human resource management strategies, goals and measure, roles also vary accordingly. Agency wide, human resource management goals, measures and strategies are recognized but the leader of the agency or with human resource collaboration and their senior managers. By looking at the challenges that the agency will have to face in the future, they are the ones to decide what is important for the agency (Bechet, 1993). Different agencies use different approaches but some try to use a bit collaborative approach which consists of stakeholders, human resource officials, agency management, and this is all shown and presented in various unstances such as Department of Veterans Affairs, trademark office and Department of Commerce's Patent . Agencies that we talked about, half of them have strategic plans developed for themselves.
