It is the physicians in the hospitals that are responsible for the resource utilization, Canadian hospitals have currently not been able to be successful in incorporating physicians in resource utilization planning and various other decision making process. One reason could be that Canadian Hospitals have not been able to provide consistent information. If consistent information is available, then the physicians can effectively and efficiently do resource management.
