Domestic terrorism is the third and current conditions prevalent in the world of terrorism. It occurs mainly on the basis of the internal contradictions caused by various reasons, and is one of the most serious forms of domestic political confrontation. Domestic terrorism has two major effects: first, the activities of domestic extremist-oriented political parties, organizations and individuals in relation to the existing government, and secondly, the activities of the opposing political forces and extremist organizations (Hoffman, 2009).
In the first case, the activities of terrorist organizations and individuals to express their negative attitude towards the existing system, political power, it has conducted the course and is aimed at the forcible elimination, modification or weakening of the social and political system, its institutions, conducted by the state (internal or external) policy or on achievement of other policy objectives of terrorists (the demonstration of its importance and influence, demonstrating a critical attitude to public policy, its individual members, representatives of state intimidation and forced them to refocus their activities, receipt of certain concessions from the government - the right to leave the country, the release of their like-minded people from prison, etc) (Crenshaw, 2006).

International terrorism is a threat to international law and international relations, international security and international interests of the state. There are many characteristics that distinguish the new and traditional forms of terrorism (Chaliand, 2007). Hence, it provides a basis of our understanding why we need to analyze the adeptness of terrorism with respect to changes in the international system (Davies, 2003).
