Counter Terrorism is a concept related to the prevention of terrorist activities around the world. The "war against terrorism" or "war against terror" is the name given by the U.S. administration of President George W. Bush to his military campaigns in response to the attacks of September 11, 2001 and has been the major activitiy in the prevention of terrorist activities since these attacks. This term is no longer used in the U.S. government since the inauguration of the Obama administration in 2009. The concept, already used at the beginning of President Reagan, resurfaced from the presidency of Bill Clinton faced the rise of terrorism International and alarming form of recommendations issued from June 2000 suggest that already threats and the scenario were to materialize next year. The war against terrorism is in several actions police, political and military government of the United States, supported by various allies with the NATO, against various organizations related to Islamist terrorism in the first place such as Al-Qaeda. This campaign stands out from the fight against terrorism by traditional large-scale military action abroad, an active interventionism that it is opposed to a non-State (definition of war in international law), but non-state groups (Al Qaeda in the first place), and it has no defined term, which has led some commentators to criticize the establishment of a "state of permanent exception ". It leads to the theory of the concept of "preventive war" against states accused of harboring terrorist groups or providing their "weapons of mass destruction", such as the invasion of Iraq in 2003, which was juxtaposed with the war in Afghanistan that began in October 2001. In addition to a direct struggle (dismantling terrorist cells, destruction of training camps, etc), the war against terrorism also means investigating and putting pressure on governments, organizations and individuals supporting terrorist organizations and freezing assets suspected of belonging to or being used by terrorist groups. It also includes financial aid to countries participating in the fight against terrorism, the growth of international police cooperation and cooperation between intelligence services (implementation of Alliance Base is headquartered in Paris) attempts to reorganize politics of the Middle East decided by the Bush administration (project of "Greater Middle East" worn by neoconservatives), etc (Thomas, 2001). The NGO Amnesty International has documented and denounced hundreds of cases of torture and other serious violations of human rights (Guantanamo, extraordinary rendition, black sites of the CIA, etc) committed under this new policy. Finally, many critiques have been very critical of the foreign policy of the United States, as Noam Chomsky, argues that Americans themselves practice terrorism internationally.
