Introduction

Health policy is a form of government by which society is governed, regulated, for the common good in relation to the health of citizens. The public health policy not only takes care of distributive justice, but also tries to maximize the health of the entire population. Thus, there are three health policy goals that must be weighed:

Maximize health

Reduce health inequalities

Favor those who deserve it, against those who do not, depending on their lifestyles.

 Currently, health is considered as a right of every citizen that the state should provide. Against the background of economic depression, but interested in implementing a new health policy for the achievement of the goal of health for all, many countries make adjustments to their health policies and seek diligently to incorporate mechanisms that enable the new concept of public health, decreased health care costs and address the epidemiological transition.

Historical Background of the Policy

Health policy is a difficult problem for the USA. No state agency or any other social institution has been appointed the role of development or implementation of national health policy. Most decisions in this society it is done in or on the market. In addition, the U.S. Constitution says nothing about the issue of health and health care. Although the preamble promises Tenth Amendment to the Constitution "to promote the general welfare" includes the following: "The powers not transferred to the USA by the Constitution, not prohibited, it reserves the state, the state or nation." Neither education nor health rests with the federal government in the Constitution.
