ABSTRACT
PFI project demand would increase over the coming year, but there would not be adequate requirements to meet it. This report shows that there are still problems exist in PFI scheme as many authors have identified the challenging problems in PFI. The purpose of this study is to conduct a theoretical review of literature relating the challenging problems in PFI procurement route. It aimed to examine the observations of those working in the built environment on the current status of problems in the industry and it also looked at the key areas to overcome those problems. The research method is investigative throughout the objective of understanding the knowledge about related area. This result in to evaluate and analyse the data of the literature to investigate the problems in PFI.

Analysis of the interviews
This study consists of 18 telephonic interviews with people who are involved in PFI process. The main purpose of the interview was to assess involvement their roles in the PFI project. Particularly these interviews have helped explored whether management of the PFI project need additional skills.
The sectors from which the people were interviewed were central government, local government and National Health Service (NHS). The research included various representatives from the client side and the internal and external consultants of the PFI project.
The respondents who took part in this research where from various backgrounds; they are architecture, accounting, business management and civil services. Three of the interviewees where directly involved in the PFI project in its day-to-day management. The other two were the directors of the project. Three of the managers had no prior experience in managing the PFI projects but had ample experience in managing conventional projects. The other two reported that they had directed a number of PFI projects in the past.
The consultants who were interviewed were tended to be very specialized in nature of the education background. Four came from the engineering background, one of them was a chartered building surveyor and the other was a chartered accountant. Two of the respondents who took part in the survey were termed as project managers. Specific, technical and financial advice was given by the other three consultants.
