Thesis Statement
Strategic planning is the process of developing strategies to achieve a goal. Planning "strategic" must operate on a large scale (as opposed to planning "tactic", which refers to more specific activities). The long-term planning projects ongoing activities in the external environment, describing the results which are likely to occur (as they are wanted or not). Strategic planning is then to "create" more desirable future or influencing the external world, either by adapting programs and actions in progress so that they lead to more favorable outcomes in the external environment. Human Resource Management should be dealt as a strategic Partner and not as one wing of the organization that tends to perform administrative and operational functions. An Effective Human Resource Management can change the entire look of the organization by allowing it to work much smoothly. If the Human Resource Management is treated as strategic partner than it will not only chalk out the roles of each and every individual in the organization more clearly but it will also allow the relationship between the employees and the management to be paves on a much smoother path. In the context of the public sector companies it tends to gain more importance since better strategic planning will allow the companies to recruit the appropriate individual so that he or she can serve the people in the most effective manner.

This chapter of the research tends to develop an understanding and identify the reasons for conducting a research onto the identified topic. However, in the context of the paper this chapter would inculcate the notions related to the impact of strategic planning in relation to human resources in public sector performance. However, more comprehensive understanding will be injected relating to the factors which tends to influence the process of strategic planning in relation to human resources in the Serbian ministries. The nomenclature of this chapter tends to stand on the bricks of problem statement, research design, theoretical framework, and intends to chalk out the solutions to help address the negative effects of the factors related to the subject identified above.
