Human Resource plan is to select and recruit individual stands as the key to the progress of Human Resource Management along with the progress of the entire organization. An appropriate plan will help Human Resource to induct right people who tend to fit in the job description and at the right time. It not only helps in filtering the right applicant but also explores the vacancies to be filled within an organization. Along with the mechanism to fill those vacancies which will prove fruitful for the organization. As indicated above that today, various organizations are taking steps to treat HRM as a strategic partner. Therefore, it is the planning which tends to help HR to come into the fold of the organization as a strategic partner. It also helps to assess the future needs of the organization and prepare a plan to select and recruit the candidates well before time in order to remain ahead of the competition (Dooley & Alagaraja, 2002).

The job of Human resource Management tends to become increasingly significant since they tend to identify the right people who will fit in the organization. Therefore, selecting and recruiting the unsuitable candidates will lead to extra labor and hence will increase the running cost of an organization. It will not only affect the organization financially but as well as cognitively. It tends to lower the spirit of those employees who tend to work hard in order to survive in the organization, and seeing a wrong choice fitting in the organization can have detrimental effects on them. Therefore, the experts believe that an appropriate mechanism needs to be developed during the recruitment and selection phase. A vigorous recruitment system tends to involve stages which allow the filtering of the unsuitable candidates. Thus, the candidate who is than selected stands on merit, and that is what the primary objective of any Human Resource Management is to select candidate purely on merit.

Concept of Recruitment & Selection

Recruitment is the process of identifying potential incumbents/candidates for actual or anticipated organization vacancies. Job candidates are determined through searching and sourcing. Recruitment can termed as the process of searching for qualified and competent people for the organization and encourages potential incumbents to apply for the vacancies available. Selection is the process of determining potential candidates among the applicants for the vacancies after completing formal process of identification of candidates, testing and interviewing and approvals by appropriate authority. Once an effective recruitment program has brought out enough applicants' pool then relevant personnel of the organization works to select the best candidate for specific job/vacancy.
