Background

An outstanding blend of U.S. concerns is at play in West Africa's Gulf of Guinea. The district starkly illustrates both the challenges and the promise of efforts to foster democracy, respect for human privileges, poverty alleviation, counterterrorism, regional confrontation avoidance and peacekeeping, and to curb HIV/AIDS and other diseases infections, coordinated misdeed, corruption, and instability.
