Introduction
The rapid development of computing, information and communication technology provides new features related to the acquisition, analysis, processing, transmission, storage and consolidation of vast amounts of heterogeneous information to the researchers and practitioners. The introduction of computer technology, initially in the scientific, technical, and consistently in other areas of work, design, development and accumulation algorithms, software and systems, systems and digital networks radically changes the statement, ways and means of solving many practical problems. In modern medicine, the transition to modern IT provides a number of new features and integration with digital diagnostics (Chaudhuri, 2004). This improves the quality of service, reduces the time of the survey, increases diagnostic accuracy, allows for remote consultations, surveys, analysis and remote processing of primary information in highly specialized centers, and provides a long term storage of patient information in digital form. Thus, necessary patient information can be accessed from virtually anywhere in the world, which is important in many cases (Chaudhuri, 2004).
Despite the increased material costs, a number of problems exist with this until it finds a solution. Increase in efficiency and reduce in the cost of health care is expected to increase in computerization, the advent of computerized medical systems and networks, new system solutions, implemented on the basis of their new medical services, the integration of all medicine in the building the information society and the development of e-health. Among goals in the development of global e-health are set: to promote joint efforts in order to create high quality, reliable and economically affordable functioning health systems and health information, as well as for education, training and research, promoting the development of international standards for the exchange of health information, promote the use of ICT in the promotion of health and information in remote or inaccessible areas, etc. The main directions of development of e-Health notes: Advisory Network for honey, staff and patients, electronic health records (history), health insurance, pharmacy information, ordering honey, equipment and materials, along with the control of emergency (Chaudhuri, 2004). A number of software and hardware solutions in the field of e-health and health care are currently being designed and developed by a number of large companies such as IBM, Cisco, Microsoft, AGFA, GE and others. Moreover, considerable attention is paid to the development of standards for digital medicine, developing medical information systems (MIS) and their components. Creation and development of the integrated computerized MIS corporate level, their integration into the system of regional, departmental and public health is a complex multi-level and complicated tasks. However, some issues are so complex that they require attracting attention of scientists and experts (Chaudhuri, 2004).
