Introduction

A police agency can be defined as a system of public services and agencies for the protection of public order. It provides a wide range of functions, which are set, varies in different countries. The most characteristic feature is the prevention and detection of crimes and other offenses (Deflem, 2004). The police may also be entrusted with tasks of different objects, the direct maintenance of order in public places, traffic regulation, prevention of accidents, the implementation of administrative control and supervision in various areas, enforcement of other governmental bodies, etc. In many countries in the conduct of police are fire protections and rescue operations.
