Norms are rules of conduct that specify what should or should not be done in specific situations. Because of their specificity, they often are defined by authority figures (e.g., officials of an employing organization). Values are broad conceptions of the desirable and serve as standards for behavior . Sociologists disagree on the relation between values and norms. Blake and Davis ( 1964 ) contend that norms are more important than values in determining behavior. In fact, they recommend that values be abandoned as causal agents and be recognized, instead, as sheer constructs by which we attempt to fill in the subjective linkages in the analysis of social causation., on the other hand, believes that personal values mediate the influence of norms on behavior. That is, when norms and personal values support each other, values heighten the effects of norms; when they conflict, values lessen the influence of norms.
