Introduction

This paper discusses my responsibility as a chief operating officer of a clinic for a 15-bed Emergency Room. During my practice of one year as a chief operating officer, I have been facing many complaints recorded from the patients regarding poor management of emergency room, provision of inadequate care, lack of space due to which patients have to suffer and sent away, long time waits (due to lack of physicians or staff) for getting appropriate care.

I have been asked to provide appropriate care as a chief operating officer by doing the following:

Thorough diagnosis of the root causes of the patient complaints about the clinic

Thorough devising a strategic plan for overcoming the current emergency room problems

Thorough justification of the “Good Samaritan Law”, how it affected the appropriate treatment of the patients associated with the emergency room

Thorough analysis of prioritizing the strategic plan for different levels of emergency services, which includes: basic, transfer, intermediate, and trauma)

Thorough formulation of a treatment plans of adults, incompetent adults, or minors in the new emergency room organization

Thorough creation of a procedure for provision of care to those who refuse to consent to treatment

Thorough diagnosis of the root causes of the patient complaints about the clinic

The filing of complaints against doctors in the public and private health malpractice lawsuits or malpractice and claim for reimbursement of costs incurred by patients dissatisfied with the care received, have been a common practice in industrialized countries, and United States began to be observed with increasing frequency.

Many root causes are recorded from the complaints of the patients regarding the Emergency room. The recorded complaints show the main problem of overcrowding, due to lack of beds and lack of personnel. The patients are facing problems due to availability of inadequate care in the emergency room which in turn leads to long wait times. However, a number of increase in emergency rooms is found everywhere in United States.

The root cause of this problem is the gradual increase of uninsured Americans in most of the public programs, for example Media coverage. I have been a chief operating officer for the patients of a 15 beds emergency room. The emergency department at this time continues to attend to users in insufficient infrastructure where staff working is rotated frequently, quickly shortage of materials and supplies and treatment of complaints received by the user during the admission process and during stay in it. This service was chosen because it is the gateway to the institution and site referred to other services. Another situation that warrants are conducting a study of user satisfaction and proposed solutions are given is that as an entity with a high volume demand should be excellent quality standards to provide users and family optimal care.
