Abstract
The National Youth Organization (NYO) is a representative body of students and young people in the Republic of Ireland, which focuses on issues that affect young people. The Organization has launched numerous campaigns, namely a national youth protest in 2008 which focused on the lack of say young people have in society. In this view, public administration is a structure of governance that is a constitutionally appropriate formalization of managerial discretion intended to enable organization to affect the will of the people. In compare, latest publications has tended to outlook public administration as a home wares that is as accomplished perform by persons accomplishing managerial roles. This research discusses a quantitative approach to the study of public policy and shows how the public administration and public policy subfields are closely related and at times intertwined.

Chapter 1: Introduction
Background of the Research
“Development” and “governance” both have become popular phrases today. The terms are used extensively by the media, by politicians, by non-governmental organizations and by governments all over the world. However, there are allotment of misconceptions and confusions over the connotations as well as the inter-linkages of these terms. The study in hand is an attempt to explore the relationship between two in context with National Youth Organization, a rich review is made of various scholarly and academic writings to understand the historical emergence of various developmental strategies, as well as mode of governance with a special focus on what they ought to encompass and what they encompass in National Youth Organization (Bass, 2005).
In chapter 2, a literature review of the notion “development strategies” has been discussed. A historical perspective, its connotations, scope, impact, trends and transformations, paradigm, strategies and evolution of the phenomenon and subsequent conjecture have been elaborated in context with quantitative approach.
National Youth Organization now occupies not only central stage in development discourse but is also considered as the crucial element to be incorporated in the development strategy.
