Abstract
The National Youth Organization (NYO) is a representative body of students and young people in the Republic of Ireland, which focuses on issues that affect young people. Many campaigns have been launched by this organization which included a national youth protest in 2008 which focused on the lack of say that the young people have in society. In this view, public administration is a structure of governance that is a constitutionally appropriate formalization of managerial discretion intended to enable organization to affect the will of the people. In contrast, the latest publications have tended to outwiegh the issues of public administration as homeware that is as accomplished perform by persons accomplishing managerial roles. This research discusses a quantitative approach to the study of public policy and shows how the public administration and public policy subfields are closely related and at times intertwined.
