Introduction

National Response Framework is an important part of the Homeland Security of the United States. It was formed to deal with emergencies and disasters and with the help of all the authorities and with all the local bodies, these emergencies and disasters are dealt with. These authorities make sure that they deal with these emergencies in the best possible manner and provide relief to the citizens so that their daily life is not disturbed and they are able to carry on in a smooth manner. Homeland Security is important for the country and has played huge roles in the security of the people of the country. National Response Framework can be achieved to some extent in the country.

Discussion

While discussing as to how effective is the National Response Framework and whether or not it can be implemented, it should be kept in mind that the people of the country should be provided with the best security and they are the ones who are being looked after by the country. Homeland Security is an important aspect of the security of the citizens of the country. It involves the preparedness and response to the terrorist and natural disasters. It includes the volunteer medical, energy management, police, and fire personnel (Bullock, Et.al, 2008). The domestic and international intelligence activities are also included in homeland security within the FBI. It involves the protection of perimeter and critical infrastructure. It aims for the border security including maritime, and country borders. Transportation security including maritime and aviation are also involved in the homeland security. Detection of radioactive and radiological materials is also included. It aims for carrying out researches on the next generation security technologies.

There are many ways of achieving the national response framework. This can be analysed from different perspectives and contexts that have helped the people to achieve what they want to. By looking at each of this perspective, it can be said that the National Response Framework can be achieved to some extent (Bullock, Et.al, 2008).

The Constitutional and Legal Context

The justifications of the broad context of homeland security is included the Unites States preamble; article, section 4 and 8. It includes the basic postulates of “ensuring domestic peace' and providing for the justifications of defense. The articles declare that the homeland security department will take measures in order to form the perfect union, establish justice, tranquility, and defense. The Homeland security activities are more prominent in the department of defense warrant which employs the armed forces to: Defend and support the United States constitution against the enemies, both domestic and foreign, ensure effective and timely military actions, security of United States, territories and areas significant to the interest of the nation in order to advance the national policies and interests of United States (Carafano & Sauter, 2005).
