Governments to help Small Companies

The government could take a number of measure to help their small companies complete after the formation of such blocs. The could take money away from successful enterprises and subsidize those that are not doing so well.

Alternatively they could reduce regulation and tax burdens on small businesses and give their owners the opportunity to be more responsive than larger companies can be.
