INTRODUCTION

With the increasingly fierce international competition, technological innovation has become the key factor of the commercial and industrial competitiveness and one of the important aspects of national competitiveness. The 15-year continuing survey of the system of Chinese entrepreneurship research shows that non-state-owned enterprises have developed rapidly. In order to implement the idea of scientific development and achieve the transition of economic development, it is necessary to create a favorable external environment for Chinese enterprises to conduct independent innovation. To enhance innovation capability, China must consider its basic circumstances, gradually strengthen a sense of innovation, improve innovation mechanism, foster innovation personnel and strive for a road of independent innovation with Chinese characteristics.

The Signification of Independent Innovation

Technological innovation represents the whole process from the research and development of new technology to its first commercial application, in which science and technology change from the form of knowledge to the form of materials, from potential productivity to practical productivity. Therefore, technological innovation is the key to realizing the combination of science and technology with the economy. The independent technological innovation refers to the enterprise through own diligently with the exploration realizes the technological breakthrough, overcome technical difficulties, rely on its own ability to impetus the following link of innovation on this basis, complete technical commercialization, gain commercial profit, achieve the anticipated target of the innovative activities.

Generally speaking, independent innovation includes original innovation, integrated innovation and introduction, assimilation, absorption and re-innovation. There are three key points to deeply understand the connotation of independent innovation: (l)independent innovation emphasizes "independence", which means to carry out technological innovation activities independently and gradually rely more on innovation than on foreign technology;(2) "independence" seeks far the autonomy of technology rather than the independence technology, which means to know the direction and process of technology development and learn from other countries under the context of opening-up;(3)"independent innovation" is a method rather than a objective, a concept of mode rather than of the entity(Hu eat, 2007).
