Abstract
In this study we try to explore the concept of “The impact of Information System Management in Lagos State” in a holistic context. The main focus of the research is on “Management Information System of Nigerian Government” and its relation with “the Lagos State of Nigeria”. The research also analyzes many aspects of “Information system and technology” and tries to gauge its effect on “Managing affairs and system at local governments”. Finally the research describes various factors which are responsible for “The impact of Information System Management in Lagos State” and tries to describe the overall effect of “Information System” on “Lagos City of Nigeria”.

Chapter 1: Introduction
In management information system —as opposed to concepts such as Management information technology (MIT) or information and communication technology (ICT)—is a fairly old concept that appeared as the first commercial applications of the computer were developed at the dawn of the general systems theory era. According to Davis and Olson, a management information system, as the term is generally understood, is “an integrated, user machine system for providing information to support operations, management, and decision-making functions in an organization or State of any country. The system utilizes computer hardware and software; manual procedures; models for analysis planning, control, and decision-making; and a database.” The U.K. Academy of Information Systems (UKAIS) defines information systems as “the means by which people and organizations, utilizing technology, gather, process, store, use and disseminate information.”
There is no clear consensus on the definition of the term MIS. This confusing situation is rooted in the rapid growth of the MIS field (from the data-processing era, powered by early mainframes, to the strategic information system era powered by the Internet and the Web), and in the multiple points of view adopted by researchers and writers in management, communications, decision making, political science, sociology, economics, and strategy. As a result, there is an alternative terminology for information systems and management information systems, which includes expressions such as 'information and communication system,' “information and decision system,” “organizational information system,” and 'strategic information system' to refer to a computer-based information processing system.
