Introduction

Human resource management or simply the HR is the management of an entity's human resources. It is accountable for the selection, training and development, appraisal, and rewarding of employees. It is also responsible for the administration of organizational culture and ensuring compliance with applicable laws (Employment and Labor Laws). Situations in which an employees are provided a platform to address their concerns by the organization such as (labor unions), HR is responsible to liaison with them and address their concerns. HR is considered to be a product of the human relations movement during the 20th century, when experts started documenting ways of creating business importance through the strategic management of its human resource. (McNamara .C. 2010)

Discussion

The human resource (HR) Department is a major part of any organization playing the important roles in performance management. HR departments focus on meeting the needs of all employees and making sure they have a safe work environment. Some of the roles and functions of the human resources department is to provide strategic planning and functional support for the organization and other departments within this organization. Other roles done by the human resources department are discussed in this paper to include hiring, training, compensation, and benefits.

Human Resources department is responsible for the hiring of new employees and the transfer of current employees to other departments of the organization. During the hiring process HR is responsible for collating and posting of most vacant jobs available within the organization. Job description is one of the functional support roles by HR. Recruiters use job descriptions to screen and identify viable candidates for the available jobs. During recruitment processing the HR department ensures that the available candidate has the skill and experience to perform the job if hired (Mayhew). Once a new employee comes to work, these job descriptions are put in the employees personnel file and is what managers refer to when performing annual job evaluations.

The Recruitment and Selection are a technique to pick or choose among a set of candidate or candidates to the right people to fill the posts in the company, therefore, the main objective of recruitment is to have the largest number of people available, who meet the job requirements or charges to cover the organization. The recruitment, selection, and professional development of employees are tasks that can be routinely given to the human resource or personnel divisions of an organization. Human Resource executives and managers must work together to link business strategy with the talent needed to execute it (Turban, 1992).
