Introduction

Party organizations often complain: "If we had money we could do more in promoting and attracting new members, acquisition of equipment, could hold more events ...." Most parties do not have enough money. Fund-raising should be a priority for any party. This problem must be considered when determining the structure and staffing of the apparatus of the party.
