Human resource management in the 21st century is an organizational role that focuses on meeting the challenges of developing highly qualified people needed by today's government organizations. Human resource management is a part of management functions which helps the managers in recruiting, selecting, training and developing, and retaining human capital for an organisation. Another very important role played by the human resource managers is to identify the training needs and requirements and to keep on developing the employees of the organisation (Richard & Johnson, 2001, 299). In today's competitive business environment, with numerous of changes occurring, the firms need to adaptable so that they are able to sustain the changing competitive global environment. Furthermore, the best to develop a competitive advantage for a firm is to develop its labour and workers in a unique manner. With increasing innovations, modernizations, and technological integrations, it has become increasing essential for firms to train and develop their employees continuously. The trend of training and development has been increasing, but what is more important is to analyse and understand the importance of training and development programs. In order to effectively implement the training and development processes and programs, managers need to face a number of issues and challenges (Majeed, 2009, 439). These challenges can hinder the successful implementation of training and development. Therefore, all issues related to the effectiveness of training and developments in the organization will be discussed in detail. Furthermore, the countries in GCC must employ a proper HR policy in order to ensure the smooth running of the functions in the company. The GCC countries can take the example of other companies who successfully used the HR training and development strategy. The companies must implement a proper strategy of HR training and development.
