When someone says that two states are in diplomatic relationship with each other, means that they remain in contact with each other officially. They carryout separate agreements and remain in contact for conducting various trading activities and talks.
Diplomatic relations are the highest form of official inter-state relations. It realizes the right of each country in formulating its foreign policy. They have a bilateral agreement and relations that are beneficial for both states. Such agreements are signed with each country's consent. Typically, the number of established diplomatic relations is a reflection of the potential of the state in this area, as well as its economic possibilities for their maintenance.
Diplomacy is associated with a resolution of the problems between states in the peaceful manner. Two thousand years ago the great Roman lawyer and philosopher, Cicero said: "There are two ways of settling disputes: one with the help of arguments, the other by force, and since the first of these is the right man and the other wild animals, you must resort to another method only if we cannot use first.” In other words, the force of argument, not argument of force - that is the essence of diplomacy.
Diplomats are working mainly in the embassies and consulates, where if necessary they help the citizens of countries they represent. Diplomacy is the art of searching a right balance through negotiation that is acceptable for both parties. Diplomacy can be regarded as a weapon that favours the less powerful when used with patience and without obfuscation. To achieve these ends, it is essential to deal with diplomatic issues in a supportive environment, with restraint and care as is customary in such cases (R Berridge, 2002).

Most of the people gets confuse with the terms diplomacy and foreign policy. In the true sense, they are both different, but closely related to each other. In the definition, the foreign policy is steady and consensus with strategic and political choices of the highest authorities of the State, whereas the diplomacy is the execution of foreign policy through the diplomats.
The concept of diplomacy has different meanings in relation to the greater or lesser degree of the inclusions, objectives and the practices. Different professional have defined in the different way creating it to the same meaning.
According to Cohen's definitions, it is "The professional management of relations between sovereign". Further Berridge defined its concept as "The conduct of international relations by negotiation rather than force, propaganda, or the use of law, and by other peaceful means - such as gathering information and generating good will that are directly or indirectly designed to promote negotiation, essentially political activity and an institution of the international system” (lan James, 1991).
