Introduction

The main purpose of this paper is to make a discussion on the relationship between democracy and development.

Discussion

This report presents the proceedings of the International Panel on Democracy and Development, chaired by Mr Boutros Boutros-Ghali. Everyone agrees now to the relationship between democracy and development. What is the nature of these relationships? How are they? Which is it appropriate to strengthen? What are the implications of the latest globalization have on democracy and economic development? How can the emergence of democratic development, without which the first of these two terms would remain meaningless? To investigate these questions, UNESCO established under the chairmanship of Mr. Boutros Boutros-Ghali, the International Panel on Democracy and Development, composed of sixteen personalities from across the world. This report presents the discussions that took place during the three meetings (1998, 1999, and 2000) and recommendations of the Panel (Lijphart, 2007).

Democracy came to be an essential part of the international development agenda in the early and mid eighties. The achievement of democratic and transparent became an essential part of development, not only as a goal but also as a means through which companies should define their shortcomings, and; therefore, the main problems they face. The end of the Cold War and, consequently, of how crucial geostrategic interests had determined the foreign policy and development aid of the great powers during the period, and the rebirth of a conceptualization of human development much broader, complete, and overcoming the hitherto prevailing economic view, democratization placed in front of the "war against underdevelopment."
