In the first paper Decision in Paradise: Part I? it was shown that the island of Kava was having a lot of challenges. and the residents of this island have requested support form the Target corporation. A brief recap of the challenges now facing the island of Kava; 1) over 50% of the population are under the age of 15 years; 2) ethnic mix of religion? languages and culture indigenous to the South Pacific area of Kava; 3) the economy for which the natives of Kava depend is constantly threatened by natural disasters such as tsunami? typhoons? hurricanes? tornadoes? floods? fire? volcanic eruptions? earthquakes? HIV/AIDS epidemics? petroleum spills? avian flu and terrorism.

The goal of Alex the Director for Strategic Planning at Target corp. is to aid Kava in developing and managing an effective? efficient and well organized process structure. The restructure of the small South Pacific Island will include every part of life such as education? leadership? marketing? finance? purchasing? technology? human resources? physical resources? transportation? goods and services? and strategic planning. Kava has a rich economy of petroleum? coffee? cocoa spices? bananas? sugar? tourism? fishing; natural gas and inexpensive quality labor? these elements are significant to the Target corporation and the world at large. The future of Kava is to build and strengthen its economy.

With its familiar red bulls eye logo? Target Stores have become the United States' second-largest discount chain behind giant Wal-Mart. Target offers merchandise and brand names that are aimed at a more upscale shopper than Wal-Mart.

According to the company? Target reaches a younger customer with higher incomes than its competitors. The average age of Target customers is 45? the youngest of all major discount retailers. The median household income is roughly $57?000. 80 % are female and 40 % have children at home (oak.cats.ohiou.edu). About 80 % attended college and 44 % finished college.

The Target Corporation believes assigning a few employees from each of these surrounding countries to assist Alex and me with the communication efforts will be the first step toward common ground.
