The development of joint practice in special education has created a lot of ill-defined problem from a legal or quasi legal implications for practice. The discussion presented in this paper is held on the topics that relate to teachers, pupils, parents and school. In some states there will be no sharp changes, as in the case of certification and licensing in the field of special education, which can happen quickly. Other questions may remain ambiguous for a long time, such as the role of special and regular teachers.
