Question 1:

Is this a good time for you to try to change the management style of the court? Why?

Yes. This is the good time to change the management style of the court. But this change should be well thought of. Quick change prevents proper consultation and involvement, which leads to difficulties that take time to resolve. The previous CEO of the court was dismissed by the judges after 12 years because the judges felt she was not responding properly to their desires for staff support; trying to interfere with the way they managed their calendars; and not consulting as much as she should with all judges about priorities for the budget.

As the new CEO of the court, I believe it is necessary for a fresh start. It is important to value of collaboration and cooperation regarding calendar management and look for new ways for managing the court and the staff other than the traditional hierarchical ways and assembly line processes. It is crucial to manage the human resource towards a more collaborative, organizational development model.

It is important to increase the participation of staff and managers in administrative decision making and the development of new rules. However, there are certain concerns such as,

the judges' current oppose to strong staff management that seems to be based on their “professional” perspectives (they may insist on passive management);

most operations are arranged in an assembly line with tasks defined relatively narrowly and with little or no interaction among court divisions (significant reorganization might be needed, which would be disruptive on top of the budget issues you face); and

the fact that most of the management decisions under your predecessor moved down from senior management with little or no line-staff input (line staff may not know how to develop and offer new ideas or trust that doing so won't hurt them in some way).

Keeping these concerns aside, it is the requirement of the court that we increase the participation of staff and managers in administrative decision making and the development of new rules. This sort of change is big for the court and there is a possibility that it may be resisted. Change can in principle have both positive and negative effects as well. Positive changes create additional opportunities through increased demand, greater efficiency or facilitating marketing. Negative events threaten the economy and in the worst case, the existence of an entity. There are a number of possible reasons for this and in many cases, risks and dangers for a company might be an opportunity for others.

Identify the first three steps you would take to introduce a more collaborative management style across the court and across court operations.

In case of implementing all the changes in the court, we need to adopt the collaborative management style. Implementing this style of management requires following steps.
