The Uses of the Postal Services
Introduction
Mail has been crucial for Americans' economic and social interactions throughout the nation's history. The exchange of correspondence connected the colonies and encouraged the dispersion of information, raw materials, and finished goods. Colonists relied on travelers and merchants to transport letters and packages by land. Because the English traditionally selected pubs for mail drops, in 1639 the General Court of Massachusetts chose Richard Fairbanks's Boston tavern as the colonies' first central postal site for mail to be sent to and received from abroad. Post roads were designated between colonies, although delivery was erratic (Cohen & Robert, 41).
In 1691, the British crown granted funds to establish a postal service, and New Jersey Governor Andrew Hamilton served as the first deputy postmaster general. In 1737 Alexander Spotswood held that position and appointed Benjamin Franklin as Philadelphia's postmaster. Sixteen years later Franklin and William Hunter, the Williamsburg, Virginia, postmaster, were named joint postmasters general of the colonies. Franklin inspected post offices, established regular schedules, and initiated surveys of postal roads to determine shorter routes and extend services. He ordered post riders to travel at night between Philadelphia and New York to expedite delivery. Because of his political views, the British crown dismissed Franklin despite his effective reforms.
A subscription postal system enabled some distribution of mail until July 1775 when the Second Continental Congress formed a Post Office Department and appointed Franklin as postmaster general. As the colonies sought their independence from Great Britain, Franklin built the American postal service's foundation. Congress was empowered by the Articles of Confederation to regulate post offices and postage. Samuel Osgood was named the first postmaster general after the Constitution was ratified in 1789 (Campbell & James, 87). Additional legislation in the 1790s established the postal system as a permanent government service with specific regulations and objectives. The federal post office moved from Philadelphia to Washington, D.C., in 1800. President Andrew Jackson invited the postmaster general to become a member of his cabinet, setting a precedent for other presidents.
