The European Union flag or flag of Europe consists of twelve stars golden arranged in circle on bottom blue was designed by Arsene Heitz , a painter of Strasbourg , with the ostensible purpose of which was used by the as many organizations as possible, thereby facilitating the integration of Europe . This is the symbol of union of the states Europeans, being assumed as such by the European Union until 1999, by the Council of Europe, which are different political entities and covering each in different European states. The number of stars has nothing to do with the number of member states. There are twelve stars because the number twelve is traditionally the symbol of perfection, completeness and unity. Therefore, the flag does not change with the enlargement of the EU. In this paper, we try to focus on the European Union. The paper discussed whether European can manage with more than 27 member states.

Introduction
The European Union (EU) is a political community of law regime constituted international organization sui generis, created to encourage and accommodate the integration and common governance of the peoples and states of Europe. It consists of twenty-seven states in Europe and was established with the entry into force of the Treaty on European Union (TEU), the November 1st of 1993 (ejil.oxfordjournals.org).
The European Union has developed a legal system and political, the European Community, unique in the world, governed by mechanisms and complex internal operating procedures, which have spread and evolved throughout its history to conform, at present, a hybrid system of transnational governance that combines elements homologous hardly close to multilateral cooperation, although highly structured and institutionalized, with other vocation purely supranational governed both by a dynamic regional integration very pronounced.
All this leads to a peculiar community of law, legal and political nature of which is controversial, although its foundational elements and its historical evolution, still open, point, in the present, in particular modern form of confederation or supranational governance, sharply institutionalized and a historical-political inspiration vocation federal -in the sense of a new international federalism, not a State federal -classic is detected with some clarity in areas such as European citizenship, the principles of primacy and direct effect that apply to its law in relation to national legislation, the judicial system or the monetary union (the system of the euro) (ejil.oxfordjournals.org).
The European Union, and before the Communities promotes continental integration through common policies covering different policy areas, essentially economic in origin and progressively extended to areas undoubtedly political. To achieve their common goals, the states of Union are attributed to certain powers, exercising sovereignty in common or shared that unfolds through the channels community (ejil.oxfordjournals.org).
The European Union is governed by an internal system under a representative democracy. Its institutions are seven: the European Parliament, the European Council, the Council, the European Commission, the Court of Justice of the European Union, the Court of Auditors and the European Central Bank (ejil.oxfordjournals.org).
