The Reasons Why Some Countries Want the WTO To Have a Framework for Global Liberalisation of Trade in Cultural Products

Introduction

Globalization has become a term that is almost constant and daily use, but the problem arises at the moment when someone asks a question, what exactly is Globalization? Many scientific disciplines, particularly economics, history, and political science have difficulty in finding unique and pervasive definition of globalization. It also raises the question of whether it is a new process or globalization existed but much earlier, but the process is the advancement of technology and the strengthening of international relations only accelerated in the late eighties of the last century. According to McMillan & Rodrik (2011), globalization has shrunk the world and changed many people's way of life. It has also changed the security policy and made it increasingly difficult to distinguish between national and international security. Globalization's main characteristic is boundlessness. People, goods, and money moves today much easier between countries and continents than just a few decades ago. We are becoming an increasingly integral part of a global economic and technological network, and increasingly interdependent, which includes the recent financial crises are examples. They quickly got repercussions worldwide (McChesney, 2008, pp. 313-412).

There has always been trade between countries and societies, but never like today. It is happening now is arguably the biggest change in several hundred years, well comparable to the industrial revolution a few centuries ago. The next question that arises is whether the process of integration and globalization all have an equal role, and whether the economic dimension is of great importance in this process and that is one of the leading causes and triggers. Similarly, the deal in cultural goods as well as services is not a new phenomenon. However, in the course of the 1980s, this trade increased greatly (Pauwels & Loisen, 2003, pp. 291-313). The reasons for this are in the rapid development of information technology and socio-cultural change in society in short, globalization.

Discussion

International trade is playing an increasingly important role in the world economy. To prove such importance are the data of trade flows of the 90 that have been growing at an average rate of 7% in value, while the average growth rate of industrial output for the same period is only 3%. The value of world trade in goods in 1997 reached a figure of about $ 5.5 trillion, with a growth rate of 3% compared to 1996. The value of trade in services in 1997 increased 2% compared to 1996 and reached the figure of about $ 1.3 trillion. In the area of investment, the flow of foreign direct investment in 1996 reached the figure of $ 350 billion and the stock of foreign direct investment was estimated at $ 3.2 trillion (Graber, 2006, pp. 553-574).
