Thesis Statement

Introduction
Cattaraugus County ReHabilitation Center has given serious importance towards achieving organizational efficiency and effectiveness through effective strategic management. The organization has aimed to develop and implement a highly effective balanced scorecard approach for achieving long term organizational efficiency. The value-based culture of Cattaraugus County ReHabilitation Centre has been driven by its mission and vision where it aims to be a leader in providing and assessing desired services to people with disabilities. The values of the Centre are love, integrity, positivity, learning, loyalty, respect and result oriented which are incorporated in all the organizational activities the effective strategic planning has given an edge to Cattaraugus County ReHabilitation Centre in achieving its mission and long term vision successfully. Strategic planning involves decision-making and management activities to ensure effectiveness of the results. It is basically a strategic planning through balanced scoreboard that integrates the goals, aims and policies in to the whole organization so that a framework is developed for plans and decisions to be made accurately and effectively.
The balanced scoreboard helps in identifying, measuring and evaluating the major factors of the recognition that leads towards accelerated performance. In today's uncertain environment, it is important to give importance to internal strengths and weaknesses if he organization so that they can be converted into competitive advantage. The balanced scorecard deals with the major areas such as finance, customers, internal business processes, learning and growth. Cattaraugus County ReHabilitation Centre has done an effective job in implementing a balanced scoreboard to enhance organizational performance and efficiency. To achieve success and performance in the organization, there are strategies that non-profit organizations must integrate in their core business strategy so that it can contribute towards the organizational objectives (Larsson & Kinnunen, 2008).
Analysis
The major four perspectives which are the key areas f the balanced scoreboard were used by Cattaraugus County ReHabilitation Centre in achieving organizational efficiency while aligning the performance with its mission and vision. By using the balanced scoreboard approach, all the stakeholders of the organization especially the human resource and senior management started giving importance to these key areas and aligning the mission, vision and values with in simultaneously. This developed an aligned and integrated approach where organizational efficiency and performance acceleration became inevitable (Yeung & Berman, 1997).
The linkages between the key areas and the strategic plan have been identified and all the human resource is given the task to achieve the objectives in their respective departments. The finance area aims to maintain financial stability, raise revenue, and improve efficiency so that it can survive successfully and meet the demands of the market. The balanced scoreboard has helped in identifying the objectives and performance indicators through it can be achieved.
