The torture technique known as submarine or Waterboarding is recognized worldwide as such, except for the Bush administration. The subject is blindfolded them, then tied, the drowning process serves to force him to be submissive to the demands of the torturer. The United States signed the Convention against Torture and Other Cruel, Inhuman and Degrading, adopted by the United Nations. The U.S. ratified the agreement in 1994. The U.S. Constitution provides that "all agreements signed or to be signed under the authority of the United States, shall be the supreme law of the state."
