The collusion between white-collar crime and organized crime in Mexico has been rampant. For much of the 20th century, the Mexican government controls organized crime. After the Mexican Revolution of 1910, the Mexican elite formed a political party official became known as the PRI. The PRI had a monopoly on political power and uses this power to manipulate and exploit organized crime. Authorities searched successfully organized criminal groups, such as drug traffickers and forced to do the will of the government. The government provided immunity from prosecution in exchange for payments used for government programs, political campaigns, and personal enrichment. Authorities expect criminals to cooperate. Otherwise, it could result in legal action or even be killed (Jorge, 2002).
In other cases, offenders would give suitcases full of money and other gifts to their own lawyers, who then delivered low-ranking officials, who then send payments to senior officials. Part of this money was as high as the presidential palace, where he became a slush fund. A good example of the connection to organized crime because the government is the 1997 arrest of Gen. Jesus Gutierrez Rebello, director of the National Institute to Combat Drugs (INCD). Gutierrez was accused of protecting Amado Carrillo Fuentes, leader of the largest drug cartel in exchange for gifts including luxury apartments, cars, jewelry and money. At the same time provide protection to Carrillo Fuentes, Gutierrez also took action on a rival drug cartel (Grosse, 2001).
Discussion

There are other realities as well. The border line is the result of a war that occurred, from 1846 to 1848 which completely changed the geography of both countries. Then, during the Mexican Revolution in 1910 - took one of the first great migrations from south to north while Mexican refugees sought a respite from the bloodshed. On the American side, memory tends to be shorter and consists of headers associated with illegal immigration, or news about the increasing violence in the realms of arms trafficking and drugs (Jordan, 1999).
The construction of fences and walls are potent symbols, but have not deterred the poor migrants seeking work, only a sick economy in the US apparently does. What we do get the barriers is to make the journey of immigrants more difficult and more dangerous, increasing mortality rates in migrants while crossing routes change from urban centers crosses lonely mountain or desert.
