Introduction

Testing has changed in many ways since its first appearance with the start of public education which was led by Horace Mann. Standardized testing is considered to be one of the most well-known and commonly used methods of testing which is used in America and many other countries across the globe. It is used for determining the progress, growth and achievement of student. This form of testing was not always used for the same purpose as it is used today, and it was also not as important or relied so heavily by the school systems as it is done today. The reason for standardized testing has have shifted from being an equalizer of opportunity to a tool of segregation which is used for separating, not just by intelligence but also by privilege, wealth and socio-economic status. When the No Child Left Behind Act was developed in 2001, emphasis was placed on the use of standardized testing which is important for the success of students in America to examine the system of testing and correcting any types of flaws which might be present.

NCLB Act is a main part of the public education reform by their effort to meet one main goal which is to reach 100 percent proficiency of every group of students in United States by year 2014. This aim cannot be attained easily and might not be possible to achieve till there are revisions and correlations made to act and the way programs are enacted in schools all over America. Education is considered to be one of the main contributors of success in America and these kinds of Acts which play a very important role in education should be almost perfect. The NCLB Act which was introduced by George Bush in 2001 has resulted in some drastic changes in the public schools in terms of reporting, testing and funding of results. Despite the negative impact of this Act, the use of individualized testing that will be less focused on standardized testing and various regulations for funding can help the schools in achieving the goals which they had intended to meet.

Standardized Test

It is a test which is given in a standard or consistent manner. They are developed to have consistent scoring procedures, administration procedure and questions. When this form of testing is administered, it is on the basis of certain specifications and rules to ensure that testing conditions remain the same for every test taker. They are in different forms such as intelligence tests which are administered directly, standardized questionnaires and interviews (www.johnson-center.org).
