Introduction

Most local authorities have long waged with more or less success. They apply various strategies to modernize its structures and services provided to citizens. However, those who have not willed inevitably forced to do so, both by popular pressure for reasons of effectiveness and efficiency in management.

A brief analysis of these strategies allows checking that there are several underlying principles common to all:

Quality and guidance to citizens as the core of all its actions.

Senior management to evolve from mere service manager to people manager and facilitator.

Public Employees moving from passive entities to key players.

Reduction of bureaucracy, favoring the implementation of more flexible processes and organizational strategies (Darity, 2008).

Role of Values

Role of values in Public Administration management can be considered as a management tool, from the standpoint of value, intended to guide the strategic development of the organization. Management by values seeks to reshape the culture of the organization to guide the changes to the strategic vision and integrate it with the policy of developing people as the center of the organization.

Management by values required to adopt an organizational culture in which the values has to guide the objectives and any action designed to enable their achievement. In this approach, the value must justify any decision made with respect to the objective of the organization, employee relations and how this work, resource allocation and how to obtain, service, quality and appropriateness to the needs of citizens, etc.

For employees of Public Management or Public Administrators, one must keep in mind what are the goals of the State and the Concept of Commons, to be applied in carrying out daily tasks. It should be clear to all and above all, the government of the day it is up action policies, objectives and strategies of the State, must do so in light of the implementation of equality, peace, order, efficiency, and effectiveness in providing public services (Bright, 2007).Public Affairs

Officials in performing their work should apply the correction, wisdom, prudence, strictly devoted to the task with dedication, willingness to toil, perseverance, and acting with awareness, is relatively to will what we are doing meaning to comply fully with the task. This is why honesty in the development of the task, the love of truth, goodness, the ability to think clearly and work with ethics as a science of human freedom can help all become better officials in the different activities in which employees operate.
