ABSTRACT
There are about 650 million disabled, accounting for 10% of the global population Disability may hinder people with disabilities participate fully in their communities, which led to economic and social life of poverty, the lack of appropriate support and care. In addition to it gathering data, which is objective and truly reflects the woes of this marginalized population is also lacking. There is a need for guidelines to show rehabilitation professionals (and employers) how to collaborate in implementing disability management programs. The aims and objectives of the study are to gather statistical data about the current status of disabled people in terms of employment opportunities, outline the problems faced by the disabled group, review the existing policies about the Disabled persons and suggest ways to integrate the disabled persons in the mainstream job markets and society. This research is founded on the secondary data. The research encompasses the publications, articles and similar studies accessible on the internet. Third Plan of Action for Persons with Disabilities 2009-2012 is approved and annexed and this Agreement and will be developed through annual programs of action (Biller 2010131). According to the second agreement, The Ministry of Health and Social Policy, through the Directorate General for Policy Coordination and Disability Sector in collaboration with the Sectoral Conference on Social Affairs shall perform the functions of initiating, coordinating and evaluating the actions agreed.

INTRODUCTION
"Disability" is now defined by the World Health Organization (WHO) as a restriction of social participation, which can be determined by an analysis of social conditions. This comprehensive definition is also taken into account in the Disability Discrimination Act (BGG) and the Social Code (SGB) IX: The description of disability in the SGB IX (2001, § 2 Para 1) contains corresponding to two aspects: a) one for the atypical state of the person and as a result, b) the effect of social participation.
