Trouble in Paradise: Stakeholder Conflict in the Paseo Caribe Project
Introduction
This case of the Paseo Caribe moves around the number of controversies that surrounded the real estate project the capital of Puerto Rico, San Juan. In this project the developers had to compete with costly delays, legal proceedings, government intervention, civil disobedience and large demonstrations as an outcome of allegations because there were many irregularities within the process of granting permit including the fact that the project was built on the lands of public domain. There was another fact that the Paseo Caribe was situated in the convention area and prime tourist within San Juan's as well as in the culturally and historically vital zone that added visibility and significant towards the debates. A famous conservationist, Dr Alegria, such a difficult would pose a threat towards preserving of the “San Jeronimo Fort” that would result in restricting the public access of the Fort and also surrounding the area of the beach. The local residents were observed to be protesting against the project, they even argued that the project will result towards an increased density of visitors, blocking the beach view of the building and disturbing the residential nature of this area.
Not to forget the fact that the project developers ignored a number of things including the chances of the anger by the local residents against the project. They should have expressed towards the common public regarding the advantages of the project that could bring towards the region. A number of advantages the project would result were the rise in employment within the region, this would also benefit the economy of the region because of huge number of tourists flowing in. The developers should have finished the project without affecting the different natural resources and historical Fort. Creating the project in this area provided to them primarily without enter the land of public domain could have lowered the opposition of locals. This case clearly demonstrates the act that the relation of the stakeholder was not managed accurately and effective results did not show up.
