Introduction

The health care delivery inequalities are evident in the uninsured population than the insured population. This assignment has taken two Georgian hospitals as an example and explained the patient transport in emergency departments. The assignment also discusses the federal laws and regulations these hospitals have implemented as a necessary part of their policy. The assignment further discusses the importance of these policies and benefits of one over another.

Discussion

Patient dumping refers to the situation when the patient is not accepted by the hospitals for treatment due to their failure of paying the hospital bills. Many emergency patients are reported dyeing due to this unethical act of the hospitals and the health care professionals. The state of Georgia, like the other developed states has taken sufficient steps in implementation of steps that would help to reduce this act. There are two significant laws that hold essential value in the process of reducing patient dumping and improving the emergency care services for the uninsured patients. They are given as follows

Affordable Care Act/ Obamacare Act

Emergency medical treatment and labor care act (EMTALA)

In order to evaluate the quality of the implementation of these national regulations in hospitals, an example has been taken.

Piedmont Hospital (Piedmont), Georgia

It is a not pro0fit organization that claims to perform the Emergency medical treatment and labor care act (EMTALA) in its practice. However, the hospitals inefficiency of execution was indicated when the hospital was charged with 50,000 dollars by the government for dumping a patient that came in emergency. The patient was diagnosed to have deep vein thrombosis by her physician, and the hospital did not provide the patient with emergency medical treatment to stabilize her condition (Medlaw, 2013).
