According to my perception, this incident falls in Criminal category because the purpose of the hostage taker is to escape from the law and the victims are likely to be a cross-section of middle-class persons who work at or frequent banks or stores. According to this incident, command staff and general staff functions activated only if needed (Greenstone, 1995). Several resources required to mitigate the incident. The incident limits to one operational period in the control phase. The agency administrator may have briefings, and ensure the complexity analysis and delegation of authority updated. No written Incident Action Plan (IAP) required, but a documented operational briefing will complete for all incoming resources. The role of the agency administrator includes operational plans including objectives and priorities. According to the situation mentioned in the scenario, my role as a police psychologist is to enhance police operations in such a dangerous situation. My responsibility will fall in the category of working in crisis and hostage negotiation teams/hostage barricade team (Vecchi, 2003). In basic words, I will be responsible for negotiation with the suspect and the hostages (if possible) in order to help the police team. The major parts of my responsibility would include:

11.To accept a real encounter with the other party in a way that addresses the real issues and real constraints of the situation.

The most important aspect of the successful hostage negotiation is the time management. As a police psychologist, I would like to seek a solution that addresses all the important elements involved, including the main needs of the other party (Noesner & Webster, 1997). It will probably integrate the solution recycling in an area more productive. As far as the given scenario concerned, it is a very precarious situation because the perpetrator seems to have very unrealistic demands as mentioned in the scenario. The successful negotiation will take about 4 hours to resolve this case. First of all, I will suggest the officials to fulfill his demand of fast food and case of beer in order to make him calm and relax, because he could harm the hostages if his initial demands are not fulfilled. For the fulfillment of this demand, I would him to give 45 minutes. In the mean while, I will say the police officials to get ready and take positions in order to deal with any unexpected incident (McGeorge, 1983).
