Introduction

There have been various changes in the governance and this provides the difficulties of understanding it implication with the changes in history. The main reason for the changes is due to the effect of globalization and changes in the field of science. This provides that the communication network and the political system have provided the major differences in the field of 'Governance' which opens the debate and criticism on this term (Jordan 2008, 23). This highlights the need to develop the concept of Governance which is a self-organizing and inter-organizational network of policy making (Rhodes 1996,660). This is the old concept of governance, but with the changes in technology and advancements in the system of governance there is change in the concept and this led to the concept of policy making is more complex and demanding (Stoker 2000, 92). The theory of governance does not seem to comply with the fast changes in the political system and organizational framework. This is the same case with the political system.

From the previous system of governance which was simpler and self-organizing to the complex system of governance which requires more expertise for its organization (Stoker 2000, 92). This is not the simple matters of change for once, but there are problems with its practical implication. Now the policy making requires multiple organizations and this is the most important reason for the changes in the theory and practice of governance (Stoker 2000, 92). This generally depends on the political system which has become more complex and differential (“Westminster model” vs. “differentiated polity”, Flinders 2002, 51-52) in these circumstances it is not possible to follow the basic theory of 'Governance'. With the advancement of technology these changes occur in almost all the fields which are responsible for outdating most of the theories. These theories are no more applicable in the changed scenario.

Discussion

One major concern associated with the theory of governance is that, there are various changes in the system of organization and there are various divisions and more complex structure and network for the policies. Another major change in the theory of governance occurred with the implementation of science, economics which has now resulted in making it more general concept for every organization which created the theoretical diversification (Kersbergen & Waarden 2004, 144). This becomes a major problem in the practical implication of the theory of governance for management in different fields and the process of policy making. The main problem lies with the framework of governance with its concept of accountability and decision making process. The simple theory of governance is no more applicable in the complex structure of the governance and this is completely outdated.
