The conduct of an organization or individual is governed by certain standards or rules that are known as ethics. The ethical decision ideology and ethical philosophy jointly generate the ethical system defined within a particular individual. The collection of ethical principle acquired by an individual is represented by the individual's ethical philosophy. External environmental factors, position or organizational related factors, other individual factors, ethical decision ideology and ethical philosophy are the factors on which the ethical behavior of an employee is circulated. In any function or department of an organization, ethical issues can arise in the context of management control. Creation of managing earnings and budgetary stock is the factors that can make ethical issues arise on the economic front. In the budget, the overstatement of expenses and deliberate understatement of revenues is the budgetary slack. In the estimation process, rather than by an unforeseen error the budgetary slack is caused by managerial intention. It depends upon the personality traits like fairness and honesty of the manager how he or she considers the creation of slack in ethical or unethical form.
