It is important to understand that the Supreme Court has total discretion over whether they will hear a case or not. There are three critical principles the Supreme Court views to decide if a case is legitimate enough to be reviewed. First the person who is involved must have a standing or vested interest in the specific case.

The customary requirement for standing has been to show wound to oneself; that wound can be personal, economic, or even aesthetic (Higham 2004).Therefore; a person should have material interests that are directly involved with the outcome of the case. Secondly the Supreme Court will only gaze at cases which reveal controversies involving inconsistent decisions based on other cases or deal with significant notions such as municipal rights or municipal liberties. eventually, the cases must have relevance or what the Supreme Court refers to as mootness. If a person dies before he appears in court then the case can be hurled out. Furthermore, if the facts have changed or the problem has been resolved over time then the case will be put to rest. If these three criterions are met than the Supreme Court will hear a case when four of the nine Supreme Court Justices agree to hear the case (Raadschelders, 2003).

In the long run a principle that does not have support of the people will never survive and be conveyed to the political agenda. Therefore, lobbyists become the key influential policy makers for the public. They motivate and connect people and businesses in the direction of their government. one-by-ones and businesses pay vast sums of money to lobbyists to try to convince the congress and president the favored policies among the public (Schulze 1994). Their prime function is to meet with members of congress and provide a framework for what the people desire. The lobbyists gaze toward congressional sub-committees that express a specific interest in an issue. Lobbyists filter their ideas and consider about specific issues through these sub-committees. Since public officials in the end, convey out public policy, lobbyists spend most of their time closely entwined with sub-committees. By doing this they gain the support of certain congressman. Furthermore, they provide support and money to congressional member's campaigns. This in effect allows for legislation to be passed and gives the congressmen possible reelection. (Nebel 2007) Therefore, congressman become passionate about certain political issues they are endeavouring to pass as it may play a vital role in their next election. The iron-triangle refers to the inside political game of petitioning. Furthermore, lobbyists put forward certain forces on the executive agency not only through the help of the congress but also because it is what the American people believe in. Certain branches of government will be involved in the issues being brought up. (Higham 2004)
