Introduction

The Roma are a people that have existed throughout history. They have always been nomadic and have not had a particular country but have been distributed by various states and countries. So it is a minority group as not being mainstream and not have a big economic power is not a representative of the country. "Nomadism or the simple provisional status of Gypsy links with the territory has always been a source of problems in their relations with public authorities and the communities".

With respect to this document, we think that on one hand being a nomadic people has never entered into the great political powers but also on the other hand has always been seen as a marginal and strange people, and the powers Politicians always marginalize them by not sharing a culture and the traditional roles of these. The first Gypsies were simply excluded, initially as part of a general policy of denial and even result in expulsion and then added the lives of every family, family group, clan or community (Steinbeck, et. al., 2002), in other words, the Roma remained largely out of their itinerant lifestyle, because they were the ones who stayed in depressed rural areas, it came to urban areas unless provided with equipment, because there was no will or means to ensure universal enrollment, because they themselves had no great desire to be in the classroom and also because the authorities had a policy payas specific integration into the group.

Characteristics

The characteristics of the gypsy groups make them a quintessential community population: geographic dispersal, nomadism, social organization widely border, etc. It is thus evident that a coordinated community service adds value by taking into account what already exists.

Gypsies have remained wedded, willingly or by force (or both) to traditional occupations and crafts artisan character, agricultural, commercial or personal, staying almost entirely outside the development of industry, the professions and quaternary services, which are probably more apparent than abstract skills such as requiring that the school encourages.

For non-gypsies, gypsy way of life collides with essential components but never spelled out for daily living, part of what interactionists call "the world is taken for granted." For Roma, the ethnic identity and the border are compensatory mechanisms against a hostile world and conservation of the group internal hierarchies. For both, various economic processes and some recent policies have precipitated unwanted contact (Herzog, 2003).

Gypsy tradition
