Abstract

This paper aims to develop strategic planning to enhance sustainable competitiveness in U.S. textile industry with the consideration of DR-CAFTA as an opportunity to establish networks of supply chain response in Western Hemisphere. Analysis was based on literature reviews, trade data analysis, and visits to personal interview in textile and clothing in North Carolina and Office of Textiles and Apparel in Department of Commerce U.S., Washington, DC. DR-CAFTA countries is only region to rest of U.S. textile industry can use to achieve advantages of speed to market proximity. Market analysis indicates both gaps and opportunities in "fast retailing" supply chain networks. In development of time-to-market supply chain networks, it is suggested that implementation of DR-CAFTA should focus on: streamlining rules of origin, expanding list of short supply, and coordination of customs procedures, funding options for purchase of DR-CAFTA countries "of fabrics and other raw materials from U.S. Two models are proposed that could possibly be implemented by U.S. textile industry: the supply chain point reduced for sportswear and fashionable shirts that can use time to market, and networks triangulate supply chain from U.S. retailers and textile companies, textile manufacturers in Asia, and apparel manufacturers of DR-CAFTA for basics of fashion.
