The Tenth Amendment to the United States of America sanctioned on December 15th, 1791 stated, “The powers are not assigned to the US by the Constitution, neither proscribed by it to the States, are kept to the States respectively, or to the people.” These stringent and thoughtful words possibly summarize our former question of constitutional law; what is an appropriate distribution of power between the States and the Federal Government?
