Introduction

God has created mankind and it has been held as the responsibility of the mankind to ensure that equality is maintained amongst the human races. The demographics of the world are such that many of the resources are unequally distributed amongst the human race. Few countries have large reservoirs of natural fuels and other has technological adavncements, however there are countries which are deprived of basic human needs to survive which include clean water and food.

It has been considered as the responsibility of the human race to ensure that the underprivileged are also served. The division of assets and power is not limited to races or ethnicities but gender based and age based discriminations is also a common problem. For instance the women all over the world are considered the less dominant gender and men have persecuted them throughout history and still continue to do so in many parts of the world.

The human race so however not so selfish and many individuals, governments, countries and organizations have came forward to ensure that the problems of the individuals are catered and addressed properly to ensure equality amongst the human beings (Konan, & Kim, 2004). They provide charge free services to ensure that the underprivileged are able to get their desired rights. The aspect under consideration in this paper is the aspect of communication infrastructure provided to the human race in the African region.

Discussion

As we explore the issue it seems to be a simple one where the intent is clear enough to provide a solution which can easily be applied to provide telecommunication and internet services in the deprived regions of Africa so that globalization can effectively be a part of that region as well. However, as simple it sounds it is not so easy and the aspect requires four major obstacles to be catered the obstacles involved in providing services, the obstacles associated with planning , the obstacles involved in the funding of the reject and the obstacles as to who should be empowered with respect to this issue.
