Study Skills: A Policy Review Paper of Greater London Authority

Introduction

This assignment looks into the policies of the London's Mayor and the Greater London Authority in order to see how these policies are being approached in creating a better living for the Londoners. City government in London has a rather complicated structure. It is as if two tiers - the first is the city government, the second - local. City government is engaged in administration of the Greater London (born Great London Authority, abbreviated as GLA), local - local administration of municipalities. The city administration is responsible for strategic planning, economic development of the city, police, fire and transport, local - in local planning, schools, social services, etc.

In turn, the administration of the Greater London consists of two parts. First - it is the mayor of the city, representing the executive branch, the second - the London Assembly, City, limiting the powers of the mayor and approved by the city's annual budget. The administration of the Greater London appeared recently, in 2000, rather than abolished in 1986, the Greater London Council (thus, 14 years the city has existed without a central authority) (Greater London Authority, 2002). Mayor of the City of London is the official spokesman of the capital and is elected by residents of the City of London in four years, and the mayor's plans development of social, environmental and economic of the city - also identifies policies promoting the city's current and future, as the mayor works in conjunction with Transport for London (TfL ) (Transport Authority in London) and London Development Agency (LDA) (Development Corporation of London) and Metropolitan Police Authority (MPA) (Metropolitan Police Authority) and the London Fire & Emergency Planning Authority (LFEPA) (Planning Commission to address fire and emergency) and sets its budget.

Powers and Responsibilities of the Mayor and Greater London Authority

The Mayor of London undertakes different activities in making a better living for the citizens of London. These activities includes looking on the cultural, economic, social and other aspects of the metropolitan, and creating sustainability for the citizens in order to implement successful policies. He acts as the executive of the strategic authority of London, implementing and evaluating a number of policies in the key areas of:

housing;

learning and skills;

planning;

waste;

culture, media and sport;

health;

climate change and energy;

water; and

European Structural Funds (Hall, 2007).

Areas where the GLA has responsibilities include transportation, police, fire and emergency services, and development and strategic planning. The LGA does not provide service directly itself. On the contrary, their work is carried out by four functional bodies, some of which are under the protection of AGL, and work according to the guideline of the work plan of the Mayor and the Assembly. These functional bodies are:

Transport for London (TDL): Responsible for the management of the London transport system, including transport, main roads and management of traffic, and London Congestion Charge administration.

The Metropolitan Police Authority (MPA): Responsible for overseeing the Metropolitan Police Service, which provides police service throughout Greater London (Girouard, 1985).
