State of Exception

The State of Exception can be defined as those extraordinary circumstances which seriously affect the safety of people, the Nation or of the institutions, and can not be addressed by the ordinary powers of public bodies. The Constitution explicitly refers to situations of social, economic, political, natural or organic. As decreed a state of emergency may be temporarily restricted constitutional guarantees, except those relating to the rights to life.
