The State Education System regulates the structure and organization of education systems in non-university levels. It reiterates the principles and rights recognized in the Constitution to defend new standards of education for quality and equity for all. It emphasizes the inclusive nature of education, equal treatment and non discrimination of persons under any circumstances. The State education System reaffirms the public service of education, considering education as an essential community service, which should make school education available to all, without distinction of any kind, equal opportunities, guaranteed regularity and continuity, gradually adapted to social changes. The general education can be provided by local authorities and social initiatives (Putman 2011 28).
The main objectives of the education system in relation to the teachings are to improve education and student performance, getting everyone's success in compulsory education, increased child enrolment in high school and vocational training, raise qualifications in high school and vocational training, education for democratic citizenship, promote learning throughout life, strengthen the equity of the educational system and converge with the EU countries. The State Education System establishes that basic education includes ten years of schooling to develop a regular basis between six and sixteen. Basic education is organized in primary and compulsory secondary education (Slater 2008 46). Moreover, the Act organizing the early childhood education, upper secondary education, art education, sports education, language education and adult education and distance learning within the framework of learning throughout life. It also reflects the partnership approach and aspects concerning the organization and operation of schools, promoting their skills and organizational autonomy, and regulates the powers of school boards and faculty. Along with that the State Education System encourages collaboration between families and schools, fostering greater participation and responsibility of students and parents. As for teachers, the policies pays particular attention as an indispensable figure in the education system, promotes lifelong learning and training adapts the initial system of degrees and postgraduate courses of the European High Education Area. Moreover, the Act provides diagnostic assessments on the skills of the students at the end of the second cycle of primary education and the alternative cycle of secondary education (Putman 2011 21).

The British system of education is considered the best quality education system in the world. The significant departments of education in Wales, England and Scotland allot school funding through the help of the Local Education Authority or Scotland's Education Authority. In the United Kingdom, there are approximately 114 universities and 60 higher education colleges counting the constituent colleges of the federal universities of London and Wales separately.
